I see. I never programmed Ataris on the low-level and was thinking if you want to achieve the compatibility with 16K machines (like Atari 600, was it?) or something. But if you can't easily use the whole 64K then that explains.

We've been doing this routinely on the C64. The last thing to bank-out when really needed was the IO hardware area. There was not often much sense to use it for code but it worked well for BSS. I used it for some undo buffers f.e.
