[cc65] pcengine support (avoiding bit rot part 1)

a while ago there was some talk about someone working on PCE support (as in 
libraries) ... was that ever done? does the assembler have support for the 
huc cpu now?

as some of you might know i have knocked up rudimentary support for the pce 
some years ago (to port contiki), meaning startup code, linker script and 
conio is all there (and works).

i'd like to contribute that stuff, so it wasnt made for nothing :)

let me know what you think...

Every program has at least one bug and can be shortened by at least one

can be reduced to one instruction which doesn't work.
