[cc65] CC65_INC and CC65_LIB path length in windows

The CC65_INC and CC65_LIB environment variables seem to have bad limits 
in the Windows binary builds. Setting the path to longer than about 64 
characters makes the cc65 compiler lose its include files. To use the U3 
successfully I need at least around 140 characters in the path.

Other than that the U3 package works like a dream.
