There are two reasons for the makefile not being in the top level directory: The first one is that there is more than one makefile. Cluttering the top level directory with lots of different makefiles would not help anyone. The second reason is that I'm trying in general to keep the top level directory clean. I have refused to add special Debian subdirectories, or the RedHat spec file to the top level dir (so that the package can be built with -t). I'm really wondering why everyone thinks that exactly his file/directory is so important that is has to be on top of anything else.
