Yes, that is true. But this may change any day, and since it is not obvious
that a change in one of the runtime modules may need a change in the master
makefile, and since the omission of the complete rebuild may lead to strange
errors depending on the build order of the targets, I prefer the safe
treatment which is implemented now.
