[cc65] Web page changes

Good evening!

I've started to convert the cc65 web pages to CSS. As a result, they may not
work any longer with older browsers (Netscape 4 and below) and formatting
information may get lost when browsing them with lynx/links. On the other
side, they do now work better with Konqueror, and are somewhat smaller, so
they should load faster.

Currently converted are: index.php and news.php. Others will follow. As usual,
feedback is appreciated.
