[cc65] Platform specific docs

I've created a first version of the c64 specific doc file and would like to
get some feedback. Please have a look at

        http://www.cc65.org/c64/c64.html

(will get deleted in a few days).

Since the document should be used as a template for other platforms, is it
complete? Anything important missing? Could the structure be improved?
