That info definitely should go into the FAQ!  I"m sure that many new users get
confused about the purpose and use of the three (don't forget PATH)
environment-variables that the tools need.

I think that "readme.1st" is like "announce.txt":  it needs to be very "visible"
and easy-to-find -- at the "top" of the directory-tree.  It tells people that
there is useful information in the doc/ directory (we shouldn't need to know
where to look, in order to find out where to look :-).
