Forgive my non-familiarity of the C64 disk drive but how would the server running from its ROM know about the filesystem layout? Isn't the drive only working at a sector level? The Atari's require a disk operating system (DOS) to be booted into RAM to handle such things as free/used sectors, directories etc. How the C64/1541 handle this?
