I'm the opposite of an Atari insider so if the way I did it doesn't
make sense please improve. My idea was that putting the overlay at the
low end (like I did on the Apple) increases the compatibility with
"dynamic" rearrangements happening at the high end. Reservations for
hires screens are probably a bad example but you surely get the
point...
