no, thats nonsense. try looking at a random stack of original disks, you wont 
find a lot of SEQ there (and almost no USR) either.

especially files produced by tools on the c64 are almost always PRG, for the 
reasons already mentioned (eg fast loading with LOAD).

PRG, ofcourse. a file is always PRG unless you explicitly state another type. 
thats basically all i am saying, and what most people would probably expect. 
and they'll know to make it explicitly SEQ if they want to =)
