It was a freshly checked out working copy. I did a fresh checkout for the very reason. Here is the next try:

Zarathustra:cc65 silverdr$ make -f make/gcc.mak zap
[...]

Zarathustra:cc65 silverdr$ svu
At revision 5649.

Zarathustra:cc65 silverdr$ make -f make/gcc.mak
[...]
