So setting these lines in the cartridge image is null and a waste of time and it doesn't matter how I set them?

This reminds me to another thing: In the CRT/CHIP header these two lines 
are redundant information: The cartridge type (and therefore the emulation
specific to this type) implies the state of these lines anyway. In many 
cartridges they are even dynamic, so the CHIP header can't know their 
state.
