A cartridge is basically a simple dump of the ROM image. The same goes for the EXTROM or INTROM on the C128 -- I'm playing with that myself for a kernal replacement. There are some magic bytes at the top of the ROM that identifies it as a cartridge to the kernal that you'll need too. Check out http://www.n2dvm.com/leif.html for more info.
