[cc65] C128 Tape Buffer and Banking issues?

*   I have documentation on the C128 that told me where the 1.5k ML buffer in low memory is but not the tape buffer, just a pointer to it.  So, where is the tape buffer?
*   I also am working on a special library which requires passing a Bank 0 filename to the kernal's SETNAM routine for the purpose of opening a file.  How do I do this?
*   I have only limited knowledge about C128 banking--some of which I had to figure out myself.  Where on the internet can I find more information on such?
