Just in case you're accepting answers from others (i.e. the ones resonsible for design decisions you're asking about) as well: 1. Almost all of the time the generated code is what get's "too" large - thefore the decision for the code - which is R/O. 2. Allowing data in the language card would cause trouble if trying to use that data with ROM functions or ProDOS.
