That depends on the driver. The TGI driver for the C64 uses the memory under
the kernal to store the graphics data. And there is simply not enough room for
a second page. One could add a second drawing page, but this would require a
special config file. Which is the reason why the default driver doesn't
support it.

grab the sources and several sorts of binary packages.
