No, but everyone reading the list for more than a few weeks has encountered at least one discussion where this topic came up. But it doesn't make sense to argue who should know what and why. Adding something to the docs would be helpful but won't finally prevent questions like this, since the larger and more complete the docs get, the more difficult it becomes to extract a single piece of information.
