[cc65] plus4 target

When trying to use the plus4 target:

silverdr$ make
cl65 -t plus4 -c --create-dep obj/main.d  -o obj/main.o src/main.c
cl65 -t plus4 -c --create-dep obj/doflash.d  -o obj/doflash.o src/doflash.s
cl65 -t plus4  -o cc65tests obj/main.o obj/doflash.o
Unresolved external `__RAM_SIZE__' referenced in:
  crt0.s(12)
Unresolved external `__RAM_START__' referenced in:
  crt0.s(12)

Using "c16" target works.
