[cc65] Too many local variables

What are the factors that can cause the "too many local variables"
compilation error?  I have code that compiled fine up for a while, but now
it gives me this error after adding some more code elsewhere in the project.
 Further, it's the only error I get, but it gets it everywhere a local
variable is used in the function that the compiler is complaining about.
