[cc65] Compile with --as-needed patch

Hallo from the Gentoo ebuild hacker,

Gentoo now activated the --as-needed ldflag by default this breaks compiling 
cc65
the follwing patch corrects this

it correct the the order in the link command and adds the missing -lm to the 
the cc65 linking (when linking with --as-needed it is not automticlally 
included)

plz include in the next release
