I did a clear installation of CC65 2.13 from cc65-2.13.1-1.exe and get the 
same error:
Unresolved external `__STARTUP_LOAD__' referenced in:
 crt0.s(17)
Unresolved external `__ZPSAVE_LOAD__' referenced in:
 crt0.s(17)

However those externals are not defined in the --dump-config atari
