You're right.

The packages themselves can be found on
http://debian.trikaliotis.net/cc65/. You can download them and install
them with

$ dpkg -i <filename>

Yes, that's right. You would have been able to install cc65 even without
that, though.

Oh... I think I did not change it here, and it worked out of the box.

there was no link on my page.

Well, you can download them from the location as stated above. I added
the locations to the web page and also added a small statement how they
can be installed with dpkg. Of course, dpkg does not resolve
dependencies.
