[cc65] It's done

It's finally done. Anything that should go into version 2.13 is in there - at
least featurewise.

I'm waiting for updated mouse drivers from Oliver, a review of the patch or an
updated makefile from Greg, and I will myself have to do a few additional
tests of the new routines. Maybe I've forgotten something, but I don't hope
so:-)

Once the above is completed, I will create the 2.13 branch and a release
candidate. Phew!
