Having no DNS for dialups is the rule for cheap internet providers that want to save every penny. Or that don't have the technical knowledge how to do it. These ISPs will ignore complaints about hacking and other stuff for the same reason why they don't implement DNS for dialups. If your ISP is one of those, just try it: Complain about the missing DNS. If they fix it, ok. If they don't fix it, how do you think they will react if a non-customer has a complaint, like getting hacked by a customer of this ISP?
