These config files are part of the -doc package and get installed under
/usr/share/doc/cc65-doc-xxxx/ on a linux system.

Are you sure you aren't mixing different versions of the files?

Sounds as if you have an old version of cc65 (or other executables) lying
around. Please check that. If it is not the case please post the version
number of the package and the operating system you're using.
