On some systems (mainly linux) making packages is quick and easy. On
other (Solaris, FreeBSD, MacOS X), it's more work that it's worth. On
Cygwin I'm not even sure if it's an option.

It's not. However, when you forget to set the prefix before building
and accidentally end up with cc65 in /usr, it's a pain to have to
clean it out manually and recompile...
