[cc65] install.vbs problem

I am installing cc65 2.11 on Windows XP with IE 7. The install.vbs file
seems to be having trouble getting up a blank explorer window to build its
dialog. I get a variety of errors around line 423 through 430, which deal
with firing up a blank browser and navigating to "about:blank". Has anyone
else seen this? I fiddled with the scripting permissions in IE7, and the
error messages changed a bit, but it still won't come through.
