[cc65] DTV extended memory driver

Good evening!

After hacking my DTV, I've written an extended memory driver for it. The
driver gives access to almost 2MB of memory. I will probably extend the page
range, so that the ROM can also be accessed, so the driver can be used as a
generic DMA driver for pograms running on the DTV.

The driver is named dtv-himem.emd, it will be available in the next snapshot.
It will work with already existing programs without any changes (even without
a recompile).
