[cc65] Variable symbols and .set

I've added the necessary code to support variable symbols using .set.
Currently it is required that the expression assigned to such a symbol is
constant, no forward references and imports are allowed. It may be possible to
relax this restriction in the future.

A new snapshot is currently building. As usual, feedback is appreciated!
