[cc65] --forget-inc-paths doesn't work for cl65

Hi,

it works with cc65, but if I use it with cl65, cc65 complains about no
input files:

$ cl65 -t atari --forget-inc-paths -o dumb.a65 samples/dumb.c
cc65: No input files
$
