[cc65] New cc65 target: atari lynx

Hi,

I recently completed reconfiguring Bastian Schick's
lynx libraries to work with cc65.  I've been compiling
it with -t none --cpu 65C02, but would really like to
see the lynx included as a legitimate target in cc65. 
Karri Kaksonen has also been working with the library
cleaning some stuff up.

What needs to be done to get this included as an
official target?
