The ACIA in the Plus/4 doesn't have any RS232 drivers, so the userport pins do
carry TTL level signals. This means that the signals are identical to those on
the C64.

BTW: It seems I butchered my RS232 adapter for parts some time ago, so the
driver will go into the next release untested.
