For a 16-bit compiler, you can try BCC (Bruce's C Compiler) a.k.a. Dev86, available at <URL:http://www.cix.co.uk/~mayday/> and packaged for many GNU/Linux distributions. By default, it makes only COM executables, if I remember correctly.
