[cc65] Newer win32 installer

Hi!

here is aviable newer version of the win32 one-file installer:

www.rafalszyja.republika.pl/tmp/cc65.exe (2MB)

changes from last test-release

now autodetects windows (9x/nt)
and writes system dependant bat file automatically

different installer (smaller package)

now all system packages are included

IT MUST work under 9x w/o prblems,
Hope it works with NT too - but who knows...
