The upper bits are not connected.  In the C128 mode, the LORAM and HIRAM
bits of the on-chip I/O register of the processor select the colour RAM
bank for the processor and the video chip.  I guess 4-bit, 2-kiloword
RAM chips were not available, and it was cheaper to waste the upper bits.
