So here is a proposal: I will add a "nonelib" target to the library makefile,
so such a library can be built. I will not add a "none" startup file, and I
will keep cl65 as is. That is, when using "-t none", neither the library is
linked by default, nor a startup file. This is no big problem, because you can
add these on the command line.

Would that be ok?
