May I suggest you install the cygwin environment? cc65 (and many other
unix apps) compiles without a hitch in a cygwin shell.

For those who aren't familiar with cygwin, it's a unix environment
that runs under Windows. It allows you to use unix software on your
Windows box, and is much more convenient than dualbooting or using
vmware. http://www.cygwin.com/
