There's a little (annoying) bug in VICE. Load it (x64), move the 
mousepointer out of the VICE window and hit space - the emulator will 
repeat this one keypress until you move the mousepointer back into the 
emulators window.

Maybe that's related to your problem. Make sure that the pointer is in 
the window when you start the program.
