Assuming that you are running GNU/Linux on x86 hardware, you could easily get a 16-bit environment by using Dev86 (http://www.cix.co.uk/~mayday/) and running FreeDOS in dosemu. I haven't figured out how to do source level debugging, but so far, debug.com has filled my needs.
