Only if the "free but not gpl'ed" license allows that.  I've been told
that BSD-style licenses would allow that, but I'm not sure.

An analogous issue is the ownership of copyrights.  The FSF is bitter to
the XEmacs people, because they can use anything from GNU Emacs source
code, but GNU Emacs cannot take code from XEmacs unless the author
transfers the copyrights to the FSF.  (They want to own all the code, so
that they can defend it in the court in case of a copyright violation.)
