It's probably a better idea to write makefiles for sh and let Cygwin and DJGPP take care of the DOS/Windows problem than to maintain two sets of makefiles in parallel. Fixing Cygwin to run on your machine (or fixing your machine so that it runs Cygwin) is more productive than changing cc65 so that it doesn't need Cygwin.
