There are 8-bit emulators with monitor built-in, I have seen them, but I only use the real 8-bit computer with IDE & SCSI interface and harddisk to code... Right now I am using a 130XE 1Mb with Blackbox and 676Mb SCSI + MAC/65 cartridge... CC65 is also used with APE to transfer the CC65 code... I think this is the best development system for Atari 8-bit software. I just made my 65c816 board with replaces the original CPU of Atari...
