[cc65] Policy change

Since the existing mailing list policy (only subscribers are allowed to post)
started to get a problem, I have decided to change that in order to save me
some work. From now on, majordomo will accept mails from any mail address for
the cc65 mailing list. Let's hope this will not cause any problems.
