[cc65] Version 2.3.1 is out

I have just placed a new version on the ftp server. It fixes the two bugs
mentioned in my last post. The x.x.0 releases seem to be cursed somehow.

I can only hope that this gets better. It seems that more testing before
the release of an official version is needed. How many of you would
actually try the beta test versions, provided that I would create binary
versions for Linux, Windows and DOS (as with the official releases)?
