With permission of Josef, I've added these functions to the cc65 library.

The prototypes are defined in cbm.h. I've applied a few minor changes, and I
do expect that there will be a few more changes to the code until the next
release (for example, Gregs argument regarding the file type encoding is still
valid). So if you have a use for these routines, please download the latest
snapshot and give them a try. I'm happy about any feedback.
